When 4shared first came out it was web based only. You had to log on to 4shared then upload your files.
With 4Sync, your 4shared account is linked to directories on your computer so that any time you update a file on your computer, it is automatically updated on the server (Cloud). It just makes the process easier.
You can also point a second (or third or..) machine to your 4shared account to share the same files and keep both machines in sync.
This can be done with Dropbox too. The nice thing about Dropbox is that people are not assaulted with ads every time they wan to play one of your files.
